 Traffic control in place at 8 p.m. ESS began stripping top soil and grading operations along the North side of Hwy 86. Proof rolling was completed at 3:30 a.m. One small area was found to be removed and replaced with adequate fill material. Edge treatment was maintained or installed throughout the project.   Rain began at approximately 7 p.m. Traffic control Contractor laid out signs on both ends of the project at 8 p.m. in the rain. Light fog moved in with continued rain at 9 p.m. To avoid excessive mud on Hwy 86 throughout the week and extensive clean up hours, the decision was made to not strip top soil.
